PEP's Process and Practice

PEP's (or Personal Education Plans) are designed to help ensure that looked after children have the right level of aspiration and support to help them achieve the best possible educational outcomes.

It is the statutory responsibility of schools and social workers to ensure these plans are reviewed regularly, and are of high quality.

There are a number of key points to consider to ensure that a PEP will be effective:

  • Are the right people invited? Foster carer, young person, social worker, key school staff including the designated teacher for CLA as well as the Virtual School officer and, if appropriate CAMHS.
  • Is it at the right time? Within 10 days of becoming looked after, 20 days of starting a new school, reviewed at least once per term, or more if necessary.
  • Has everyone prepared? Has the designated teacher collected all the necessary reports and information such as attainment progress and attendance data. Has the social worker completed the personal profile section on page 4, and health and care plan on page 5 of the PEP document. Has the foster carer planned notes and questions
  • In the meeting is everyone's voice heard - especially the young person? The consultation form should be completed in advance and the meeting should look carefully at this as well as ensuring the young person is enabled to attend the meeting, even if just for a short time,
  • Targets should be SMART - has the young person been involved in formulating them?
  • How will resources be used to support targets? You must clearly identify how the Pupil Premium will support the young person to meet their targets.
  • Are actions also SMART? Be clear who will do what and when.
  • Everyone has a responsibility to check that actions and targets are monitored regularly.
  • Social workers must ensure that everyone has a completed copy. Schools must have a copy in their files and a copy must be kept in the child's file by the social worker.
